IRC CTCP TIME
Perhaps one of the more lame approaches to obtaining a target
machine's time is by issuing a CTCP TIME request over IRC.
This request is designed to instruct the responder to reply with a
readable date string that is relative to the responder's system
time. Unless spoofed, the response should be equivalent to the
system time on the remote machine.
